I know that Panetta makes a brooch identical to this one. I believe that this is also by Panetta, but that the plaque fell off. They are normally signed on the tail and there are some marks where a plaque may have been. Also, several costume jewelry books have identical brooches in them like this that they have attributed to Panetta. Nevertheless, I have priced it lower than it would be if it were signed.
The condition is very good to excellent with no flaws that I can see.
